Amendment98th Congress
An amendment to establish a Director of Operational Test Review and Evaluation appointed from civilian life by the President as the principal advisor to the Secretary on operational test and evaluation at DOD. He is to recommend policies for such tests. He is to report to Congress as to the adequateness of the tests and as to whether the weapons systems are suitable for combat. He is to have access to all DOD papers he finds necessary to fulfill his task. Financial decisions within DOD for major defense acquisitions may not be made until he has reported to the Secretary and Congress on such tests.
