An amendment adding a new section to provide for medium-term financing at rates of interest to the customer which are equal to the rates established by the Organization for Economic Cooperation and Development, and in amounts up to 85 percent of the total cost of the exports involved. It also directs full cooperation with the Secretary of Commerce and the Small Business Administrator in disseminating information to small business concerns regarding the program.
