A substitute amendment to the Schroeder amendment on a previous legislative day to express the sense of Congress that the President should seek from our NATO allies and Japan acceptance of international security responsibilities and an agreement to make contributions to the common defense which are commensurate with the economic resources of the countries in question. This is to include, where appropriate, an increase in the nation's economic support of the common defense.
