An amendment to add a new section. Section 303, no funds may be expended for the MX missile program for any fiscal year during which United States grain suppliers make sales of grain to the Soviet Union, except that the preceding limitation shall not apply during any fiscal year if the Secretary of Defense certifies to Congress that the sale of grain to the Soviet Union by the United States grain suppliers during that year will not assist the Soviet Union in preparing, maintaining, or providing for its armed forces.
