An amendment to limit the research, development, test and evaluation funds for the small mobile missile system to such use on an intercontinental range mobile ballistic missile that weighs 33,000 pounds or less and has only a single warhead. Also the amendment prohibits deployment of more than 10 MX missiles until subsystems and components of the small missile have been demonstrated and tested, respectively. Up to 40 MX missiles may not be deployed until after the major elements of the small missile have been flight tested. A report must be made to appropriate congressional committees on progress on MX development and deployment by 1/15 of each year from '84 through '88. The reports must also certify development of the small missile. If the small missile exceeds 33,000 Congress must be notified.
