An amendment to direct that in allocating financial assistance for employment training among States and units of local government the Secretary shall give principal consideration to the relative extent of unemployment in such States and units of general local government; (2) the number of unemployed persons; and (3) the rate of unemployment for the intended beneficiaries of such demonstration program.
