An amendment to require the Secretary of Commerce to conduct a study of the impact on employment opportunities of federal, state, and local laws and regulations. The study is to identify those laws and regulations which have an adverse impact on employment opportunities and identify those which result in a reduction of permanent employment opportunities. A report is to be made to Congress by December 30, 1983. The report is to include recommendations on methods to reduce or eliminate such adverse impact.
