An amendment to require the Secretary of Commerce to conduct a study of the impact on employment opportunities of federal laws and regulations promulgated or covered under this Act. The study is to identify those laws and regulations that have an adverse impact on employment opportunities and to what extent they result in a reduction of permanent employment opportunites. This report is to be submitted to Congress by December 30, 1983 and is to include recommendations for ways to reduce or eliminate such adverse impact.
