Amendments en bloc to reduce budget authority for assisted housing programs from $12.9 billion to $9.9 billion in FY'84, reduce funding for Community Development Block Grants from $4.5 billion to $3.5 billion in each of the fiscal years 1984 through 1986, reduce funding for the new rental housing production program from $1.3 billion in FY'84 to $900 million, and to make numerous other changes in the bill.
