Amendment to the Shelby amendment in the nature of a substitute to add a new section "in fiscal year 1985 and 1986 the Consumer Product Safety Commission shall use funds appropriated under the amendment made by section 2 for the Flammable Fabrics Act to include within the definition of articles of wearing apparel surgical drapes which are used to completely or partially cover patients undergoing surgery".
