Amendments en bloc: (1) to prohibit the use of funds for relocation of an industrial or commercial establishment if that move would result in significant unemployment in the area of the original location; (2) to direct the Commerce Department to study the costs of financing construction of necessary public facilities (roads, sewers, ports, bridges, waterways and airports) so as to give the Congress an idea of the infrastructure needs of the country, and the ability of state and local governments to meet these needs; (3) to change the definition of an Indian tribe to include tribes recognized by the state where located; (4) to earmark $2 million of the $15 million authorized in FY'84 for evaluation and demonstration programs to be used for a study of the state and local financing needs for construction and rehabilitation.
