A substitute amendment to the Zablocki amendment. The amendment adds to the funds reduction for procurement funds for army ammunition a prohibition on procurement of binary chemical munitions and related production facilities, equipment, and precursor chemicals. The amendment specifically prohibits use of funds in this way through reprogramming authority.
