A substitute for the Wylie amendment that would reincorporate the bill's provisions and add provisions imposing an asset test on individuals seeking mortgage assistance, a provision requiring HUD to consider mortgage foreclosures, unemployment, and UDAG standards in allocating mortgage assistance, a provision requiring homeowners seeking mortgage assistance to first seek to work out alternative payment schedules, to limit assistance for amenities such as swimming pools and tennis courts, to prohibit assistance to demonstrate his or her ability to repay, rather than requiring the government to prove the applicant cannot.
