An amendment in the nature of a substitute eliminating the $760 million authorization and all references to the emergency housing assistance program. The amendment retains the encouragement for forbearance by financial institutions, the $100 million authorization in FY'84 for emergency shelter assistance, and the rural housing provisions requiring USDA to provide "timely and meaningful" information to its borrowers without requiring the moratorium provided in the committee bill.
