An amendment to the Courter substitute for the Lungren amendment to state only: "Nothing in this resolution shall be construed to supercede the treaty-making power of the President under the Constitution." It deletes the following: "And therefore nothing in this resolution shall be construed to be binding on the President or his negotiators in the formulation of strategy, instructions or positions in the conduct of the Strategic Arms Reductions Talks (START)".
