A substitute amendment to the Lungren amendment to substitute the following text: "Nothing in this resolution shall be construed to supercede the treaty-making powers of the President under the Constitution,and therefore nothing in this resolution shall be construed to be binding on the President or his negotiators in the formulation of strategy, instructions or positions in the conduct of Strategic Arms Reductions Talks (START)".
