An amendment to provide for the establishment and operation for centers of rural technology development. The centers are to be located in rural areas for the purpose of improving the economic conditions of rural areas by promoting development and commercialization of new products which can be produced that can be utilized in production of products in rural areas. Grants to establish and operate these centers are to be made by the Secretary of Agriculture and priority is to be given to areas with high unemployment, high rates of migration, and low levels of per capita income.
