An amendment to provide that emergency loans under the Consolidated Farm and Rural Development Act may be granted only if the applicant establishes to the satisfaction for the Secretary that the losses were sustained as a result of the disaster in question. The determination of the Secretary is final unless it is found to be arbitrary, capricious, or not in accord with laws or regulations issued in accordance with laws.
