Amendments en bloc to provide criteria for providing financial assistance for essential community facilities. A project selection system is to be used that include the following criteria: 1) Community median family income below 80 percent of the statewide median family income. 2) Community unemployment and underemployment rate exceeding by 10 percent or more the national nonmetropolitan rate. The community rate is to include part-time, seasonal, and those no longer participating in the work force due to continued inability to find jobs. 3) Sudden economic dislocation in the community causing significant unemployment and/or job elimination. The amendment also provides up to $20,000,000 for job training in rural areas for the unemployed and underemployed.
