Amendment98th Congress
An amendment to require the U.S. to withdraw from any negotiations pursuant to the resolution if the President determines and a majority of both Houses of Congress concurs, within 30 days, that the U.S. and the U.S.S.R. are no longer in essential equivalence. Two grounds for such a determination are given 1) information which is the basis for the assumption of equivalence is found not to be accurate and or 2) the U.S.S.R. introduces new and unknown technologies and information systems destroying the equivalence.
