Amendment98th Congress
An amendment to state that nothing in the resolution is to require the President to negotiate an agreement that cannot be "adequately verified." The amendment includes in the elements to be verified whether the U.S.S.R. is testing, producing, or deploying nuclear warheads, missiles, or other delivery systems. The verification requirement is not to entail disclosure of national security intelligence sources. Also, the President is required to assume that measures of concealment would be employed and that practices would be altered to impede verification.
