A substitute amendment to the Stratton amendment to provide in lieu of the Stratton provisions the requirement that the President take necessary steps to ensure that any agreement pursuant to this resolution be adequately verifiable. The agreements are to include the objective of providing for cooperative measures of verification, including on site inspection, to complement National Technical Means of Verification.
