A substitute amendment to the Carney amendment to state that in the absence of a bilateral agreement embodying the objectives of this resolution, nothing in this resolution is to prevent the U.S. from carrying out its responsibilities under the December, 1979 NATO agreement regarding intermediate range nuclear forces.
