An amendment to add that negotiations undertaken pursuant to this resolution shall provide for a vigorous research, development and modernization program to assure that U.S. forces are not inferior to U.S.S.R. levels. Also negotiators must take into account the rapid development of technology so that future arms control agreements would promote international balance and enhance U.S. survivability of U.S. nuclear deterrent forces.
