A substitute amendment to the Broomfield amendment to strike the text of the Broomfield amendment and add that until a final instrument embodying the objectives set forth by the resolution is ratified by the U.S. and U.S.S.R., nothing in this resolution is to be construed to prevent modernization and deployment of U.S. weapons required to maintain the credibility of U.S. nuclear deterrence.
