An amendment to strike all after the enacting clause and insert a new text. The new text would take as final the Agriculture Department's second roadless area review and evaluation program and prohibit its being subject to judicial review. Also, no land may be designated as wilderness, unless it is already so designated, until the year 2000. Lands already included in Executive Communication 1504 must be managed as nonwilderness lands and may not be included in the Wilderness System until the year 2000. No further studies to designate Oregon lands as wilderness status are to be conducted.
