A substitute amendment on a previous legislative day to strike out the language after the resolving clause and substitute new language changing the resolution to a sense of Congress statement instead of binding law. It also substitutes a 'build down' for nuclear freeze. The build down requires removal of two weapons from arsenal for each new weapon added to it.
