- Mr. Rogers (KY) raised a point of order against the LoBiondo amendment (A001). Mr. Rogers of Kentucky stated that the intent of the amendment was to exceed allocations allowed by the Budget Act thus creating new budget authority and making the amendment out of order. The Chair sustained the point of order.
