- To provide that none of the funds be used to employ or compensate any person who, within a period not to exceed 2 years after serving as an officer or employee of the Corporation or of any recipient, has participated personally and substantially through decision, approval, disapproval, recommendation, the furnishing of advice, investigation, or otherwise, in a matter involving the application for, or the approval of funding to, any recipient.
