- To provide that no more than $400,000 made available to the Forest Service for obligation in fiscal year 1987 shall be expended to support Washington office staff in the development of the Resources Planning Act, and that this shall not reduce funds available for the development of forest plans pursuant to the National Forest Management Act of 1976.
