- Purpose
- To provide that no prohibition in the Act may be imposed against South Africa if the President determines, and so reports to Congress, that such prohibition would increase U.S. dependence upon any member country or observer country of the Council for Mutual Economic Assistance (CMEA) for the importation of coal or any strategic and critical material by an amount which exceeds by weight the average amounts of such imports from such country during the period 1981 through 1985.
