- Mr. Rogers (KY) raised a point of order against the Jackson-Lee (TX) amendment (A004). Mr. Rogers of Kentucky stated that the Jackson-Lee amendment sought to provide appropriation for a project not authorized and as such, was out of order. The Chair sustained the point of order.
