- To reduce the dollar threshold on contracts for which only U.S. contractors may bid; to narrow the provision authorizing the Secretary of State to waive the requirement that U.S. contractors be used; to permit more United States persons to bid on contracts; and to require that 10 percent of the contracts, to the extent practicable, be awarded to small businesses.
