Stating the finding of the Senate that Americans should be encouraged to save for their retirement; that only slightly more than one-half of all civilian employees are covered by employer-sponsored retirement plans, and of those only half are vested in their benefits; that over 70 percent of all taxpayers who have established individual retirement accounts have annual income of under $50,000; and that taxpayers should be able to adequately provide for their retirement security, that taxpayers cannot rely on Social Security alone, and should be encouraged to provide for their retirement through tax incentives.
