- Purpose
- To express the sense of the Senate that the Senate conferees on the Act give highest priority to retaining maximum possible tax benefits for IRAs to encourage their use as a principal vehicle for ensuring retirement security; and that the retention of the tax benefit of IRAs should be accomplished in a manner which does not adversely affect the tax rates or distribution by income class of tax reduction otherwise provided for in the Act.
