- A substitute to provide that funds appropriated by P.L. 99-190 are authorized and shall be available to be obligated and expended as provided immediately upon enactment of the Act, to provide that no funds shall be available for the Mariner Fund, and to strike $200,000,000 available to initiate the air defense aircraft competition.
