Purpose
Providing that if Nicaragua agrees to a cease fire, abolishes the state of emergency and pursues good faith bilateral negotiations with the United States, no funds shall be made available to the Nicaraguan democratic resistence for other than humanitarian, non-lethal assistance. Provided further, that no funds other than for non-lethal, humanitarian assistance shall be made available if the President of the United States fails to pursue such direct bilateral negotiations with Nicaragua without further conditions, and no funds other than for non-lethal, humanitarian assistance shall be available while such negotiations are underway, unless Congress adopts a joint resolution finding that Nicaragua has refused to participate in good-faith negotiations.
