- Purpose
- To provide that no agency or instrument of the United States, or any corporation or other entity created by act of Congress shall extend any loan or other form of credit of whatever nature to any government or agency thereof, of any country in North America which allows access to its ports to any nuclear weapons delivery-capable Soviet naval vessel (except vessels in extremis) at any time after September 20, 1985.
