- To express the sense of the Senate that the Department of the Treasury shall examine the question of whether cooperatives subject to section 521 or subchapter T of the Internal Revenue Code may net earnings and losses between and among any of their purchasing and marketing allocation units in determining the amount of patronage dividends to be issued and in determining their taxable income after the deduction for patronage dividends.
