- Purpose
- To provide that, prior to October 1, 1992, the Administrator or the State shall not require a permit for discharges composed entirely of stormwater, other than (a) those associated with industrial activity or a municipal separate storm sewer, or (b) those for which the Administrator or the State determines that the stormwater discharge violates a water quality standard or is a significant contributor of pollutants to waters of the United States; and providing for a report to Congress prior to October 1, 1988.
