- Purpose
- Providing that beginning in 1986 no funds shall be available to the United Nations or an affiliated organization in excess of 20 percent of their total annual budget of such organization unless the Secretary of States certifies that such organization has adopted procedures that grant to each member voting rights on matters of budget proportionate to the member's contribution to the organization, and unless the Secretary has certified that such organization has adopted a plan to reduce the salaries and pensions of its employees to a level no higher than that paid to U.S. Civil Service employees performing similar duties, adjusted as appropriate.
