- Purpose
- To provide that if a contractor submits for reimbursement any cost for which there is clear and convincing evidence that the cost has been defined as expressly unallowable by statute or regulation, the cost shall be disallowed and the contractor shall be liable to the U.S. for an amount equal to the amount of the disallowed cost, plus interest computed from the date on which the request for reimbursement was submitted.
