- An amendment numbered 2 printed in House Report 109-69 to allow states, as part of their state leadership activities, to use funds designed to facilitate the transition of vocational and career education students into baccalaureate degree programs; to provide that funds could be used for: statewide articulation agreements between career and technical schools and colleges and universities; dual and concurrent enrollment programs; academic and financial aid counseling; and other initiatives to encourage the pursuit of a baccalaureate degree, including those relating to geography and affecting special populations.
