- Purpose
- To express the sense of the Senate that overall Federal outlay should be reduced and it is assumed that legislation should be enacted to conform the overtime requirements under the Walsh-Healey Act and the Safety Standards Act with the Fair Labor Standards Act, and that the resulting outlay reductions shall be utilized to achieve the previously agreed upon program outlay savings.
