Amendment99th Congress
An amendment to direct the Administrator of NASA to award to domestic firms, any contract that would have otherwise been awarded to a foreign firm; if the final product will be completely assembled in the U.S., contain not less than 50 percent of components produced in the U.S., and the difference between the bids submitted by the domestic and foreign firm is not more than 5 percent. This requirement would not apply if its application would not be in the public interest, or if it was determined that national security considerations were overriding.
