Amendments en bloc to require a report to Congress on cooperation in drug eradication with countries receiving foreign aid; to allow the DOD to loan additional aircraft and radar balloon systems to civilian law enforcement agencies; to clarify that information related to laundrying violations which is volunteered by banks will be sufficient to allow the Government to obtain a grand jury subpeona; to allow banks to provide the Government with information on bank officials and major stockholders suspected of crimes without notifying those individuals of such actions; to remove from the designer drug prohibitions established in the bill those practitioners who are registered with the DEA, who are in compliance with the Federal Food, Drug, and Cosmetic Act, and who possess only quantities necessary to conduct research; to express the sense of Congress that the Federal judicial branch should temporarily reassign judges to districts with backlogs of drug cases; to establish criminal penalties of up to three years in jail and up to $100,000 in fines for using the Postal Service to sell or transport drug paraphernalia; to require that the use of funds in local drug education projects will be used to support curricula and counseling programs; to require that family drug abuse prevention programs include education of parents about the symptoms and effects of drug use; to require the Department of Education to develop and distribute audio-visual material on drug abuse to elementary and secondary schools; to add medical and mental health officials with drug addiction training to the Advisory Council on Drug Abuse Education and Prevention; to add physicians and other health care professionals.
