An amendment to offer an alternative defense budget authority of $255.4 billion and outlays of $265 billion in FY 1987, making the following changes: 1) delete all procurement funding for MX missiles, Trident II D-5 missiles, and the next Trident submarine; 2) delete all research funding for chemical and biological weapons, B-1 bombers, MX missiles, and tactical nuclear missiles; 3) delete all funding for SDI testing and demonstration programs; 4) bar anti-satellite procurement and development; 5) provide $500 million for new research to improve verification capabilities for nuclear weapons tests; 6) delete funds for the DDG-51 destroyer and reduce funding for the procurement of F-14'2, F-18's and other aircraft; and 7) delete funding for two of the four requested SSN-688 nuclear attack submarines.
