An amendment to impose a one-year moratorium on all nuclear tests by the United States in excess of one kiloton, provided that the Soviets also observe such a moratorium and meet certain other conditions, and to bar use of funds for one year, beginning January 1, 1987, by the Defense or Energy Departments for nuclear tests over one kiloton.
