An amendment to limit the application of the 85 percent domestic content requirement for rolling stock acquired under the Urban Mass Transportation Act to buses and other rolling stock not manufactured or assembled during the first half of the year 1984, and specified that the requirement not apply to contract procurements made before June 1, 1986.
