An amendment to reduce the authorization of the Economic Support Fund by $50,000,000; to strike the provision that requires the funds authorized for the Economic Support Fund be used solely on a grant basis for budget support; and to earmark not less than $180,000,000 of the funds made available for assistance under chapter 2, of part II of the Foreign Assistance Act (grant military assistance), under chapter 4 of part II of the Foreign Assistance Act (economic support fund) or under the Arms Export Control Act only for the Philippines.
